Call at least 2 but no more than 10 working days before digging. Mark the work site with white paint, chalk, flags or stakes.
New Service Request:
Accounts may be opened or changed between 6:30 am and 4:30 pm, Monday through Thursday (CLOSED FRIDAY) by visiting Brookland Utilities water office at 613 Holman. New customers are required to come in with two (2) forms of identification and complete an Application for Water Service. Existing customers may handle most transactions by telephone. New customers will need to complete application for water service and pay deposit before 3:00 pm, in order to guarantee water connection that same day.
In completing the Application for Water Service, new customers will need:
1) A $125.00 meter deposit. It is required to be paid in full at the time of application.
2) Proof of identification. Picture ID and a social security card is preferred.
3) Leases for rental property - We require leases and/or receipts for tenants connecting service.

Water Rates:
ORDINANCE NO. 2025-06
WHEREAS, the City of Brookland, Arkansas SHALL pass an ordinance authorizing Brookland Utilities water rate structure to include a city rate, rural rate, commercial rate, and a multi-family complex water rate structure.
WHEREAS, Arkansas Senate Bill 386 also known as ACT 605 requires a municipal water system to have a water rate, wastewater rate study done every five years to and adjust the rates in order to maintain a quality level of service to their citizens.
WHEREAS, Act 605 water and wastewater rates SHALL adequately address the cost for:
- Operation and Maintenance;
- Debt Service;
- Required Reserves;
- Depreciation;
- Future Capital Expansions;
- An annual audit or agreed-upon procedures and compilation report;
WHEREAS, the rates recommended in the rate study that is obtained SHALL be implemented by the provider in the manner provided under the applicable law for modifying rates.
NOW THEREFORE, the City of Brookland does hereby ordain that the following rate schedule will be implemented with bills that are mailed after February 11, 2025:
City water rate schedule SHALL be as follows:
First 1,000 gallons.............$5.93 (minimum)
Next 4,000 gallons.............$4.28 per 1,000 gallons
All over 5,000 gallons.............$1.30 per 1,000 gallons
Rural water rate schedule SHALL be as follows:
First 1,000 gallons.............$6.44 (minimum)
Next 4,000 gallons.............$5.93 per 1,000 gallons
All over 5,000 gallons.............$1.55 per 1,000 gallons
Commercial water rate schedule SHALL be as follows:
First 5,000 gallons.............$7.82 per 1,000 gallons
All over 5,000 gallons.............$1.60 per 1,000 gallons
City monthly water rate schedule for multi family compley SHALL be as follows:
First 1,000 gallons for 3/4" - 1" duplex............$16.54 (minimum)
First 1,000 gallons for 1 1/2" triplex............$22.60 (minimum)
First 1,000 gallons for 2" quadplex............$29.00 (minimum)
First 1,000 gallons for 2" sixteen apartment complex...$$108.50 (minimum)
First 1,000 gallons for any complex containing more than four (4) units and less than sixteen (16) units SHALL include an additional amount of $8.27 per unit.
Next 4,000 gallons...............$4.50 per 1,000 gallons.
All over 5,000 gallons............$1.60 per 1,000 gallons.
Emergency clause. Arkansas Senate Bill 386 also known as ACT 605 requires a municipal utility system to have a water rate, study done every five years. The City of Brookland has not done a water rate increase since 2009. With the cost of materials, parts, and other infrastructure issues and improvements, the City of Brookland recognizes that an emergency exists, and this Ordinance will be in full affect after its passage.
